This issue of the Journal of the American Water Resources Association has a number of excellent articles that explore nonstationarity in the hydrologic record and what some of the implications are.  Underlying it all seems to be a difficulty in pinpointing causal mechanisms for suggesting either trends in peak flows that increases or decrease over time, or the period for peak flow runoff data exist.
